What VAAR assesses — and how this connects to pedagogical management.

VAAR is a FUNDEB (National Fund for Basic Education Development) performance-based bonus mechanism that considers conditionalities and indicators related to learning and equity. To guide pedagogical management, it is essential to monitor VAAR throughout the cycle, and not just the final result.

Analyze the network's compliance with each of the conditions . Without predictability of meeting all of them, even if the network improves in the indicators, it will not be eligible to receive the VAAR (Value Added Assessment).

School management

Selection of directors based on merit, performance, and objective criteria.

Minimum participation of 80% of students in the years evaluated.

Reducing social inequalities in learning outcomes.

To assess

To verify the evolution in the Service Indices, which change each year according to the School Census, and in the Learning Indices, linked to the biennial editions of SAEB. Each component (Learning and Service) corresponds to 50% of the value that will be distributed.

Service

It assesses the variation in student enrollment and retention rates within the school system, focusing on reducing dropout rates.

Bonus

Resources are distributed among eligible Secretariats according to relative performance, rewarding networks that have made the most progress in learning and equity. From 2026 onwards, with the Union's contribution reaching the maximum level foreseen, VAAR will represent 2.5% (of the total Fundeb, within the logic of federal contribution established by law).

Challenge: to act with a focus on what the VAAR observes.

Many networks implement relevant restructuring actions, but with low visibility and insufficient monitoring to adjust the focus throughout the cycle. This can lead to progress occurring in practice, but not appearing in the criteria observed by VAAR, especially in equity.

Therefore, Alba supports public networks with a detailed analysis throughout the cycle, guiding pedagogical decisions and restructuring strategies that increase the chances of future funding.
